Dual Displaysand User Rights

When I am logged in as the local Administrator, I can set up dual monitors
under Display Properties - Settings. WHen I log in as another user (with
Administrator equivallency) that use cannot use dual monitors, and does not
have a the Settings tab under Display Properties. Any suggestions?
 
Did you mean a member of the "Local Administrators Group" as I'm not sure
what you mean by "Administrator equivalency"?
