dual boot

Well, I was hoping to set up a dual boot with my old 98SE and XP.

Always boots up with XP. :-(

Obviously I missed something on the install.
Shouldn't there be a line in boot.ini to allow the option. I see only one
line. So I added:

c:\"Microsoft Windows"

It now gives a choice but when selected I get a "hal.dll" missing for 98SE.
Do I need to go through the whole setup procedure again or can this be made
to work with a bit of editing and adding 'hal.dll'? Where is it supposed to
be?
