D drive 30 GB NTFS (program files

I would like to try setting up a dual boot and I have System Commander v 7.04 and Partition Magic v 8.0. The problem is though I already have XP on drive C and want to install Win98 SE on my drive D. I have heard that one has to install Win98 1st, is this true ?
