Is there a way to reduce the delay to, say, 10 seconds?

Control Panel / System / Advanced / Startup and Recovery

Check the "Display the list of operating system for" box and set the number of
seconds.

You could also:
1. Start / run / CMD.EXE / OK
2. attrib -r -s -h c:\boot.ini
3. edit c:\boot.ini in notepad
4. set the "timeout="
5. save the changes.
