DST Patch for Windows 2000 Server

I ran the TZEDIT.EXE utility on the Windows 2000 Domain Controller and
changed the DST for Eastern Standard Time. Is it really that simple?

The location and fix we used and pushed via sms
\\smssql\softdist\DST 2kdaylightsavingfix.exe
