DST Patch for Windows 2000 Server

Hello. We have a Windows 2000 Domain. Microsoft has come out with a patch to
fix DST in Windows 2000 but is costs $4000. It looks like another company
has come out with a Windows DST patch and it is free. Here is a link to it

Has anyone applied this yet to their Windows 2000 Domain Controllers?

I ran the TZEDIT.EXE utility on the Windows 2000 Domain Controller and
changed the DST for Eastern Standard Time. Is it really that simple?

The location and fix we used and pushed via sms
\\smssql\softdist\DST 2kdaylightsavingfix.exe
