dropped internet connections

I have had this happen on 2 computers, including one that had the XP OS
completely reinstalled. I have broadband connections that will have the
Dial-Up windows pop up and try and establish a connection, yet the connection
is already established. This just started happening on my laptop and nothing
in the network profile has been changed. The dialup connection won't be
established when I click on it, but then it gives me the option to "connect"
or "work offline" and usually hitting connect will cause it to work (but not
always) and it will connect via the broadband, not the dial-up connection.
(N.B. I get error message 678 when it doesn't connect). I suspect something
is corrupt in my network settings, but I can't figure out what it is. Any
help?

Hi
In the Browser, pull down the Tools menu, choose Internet Options, click on
the Connection tab, and check the Never Dial a Connection Button.
