DROP DOWN MENU DOES NOT WORK

When i click on any item in the tool bar - no drop down menu appears.
I cannot print. copy, paste or do any activities. i cannot get the help menu.
This is happening in Outlook and Excel as well.

I followed the instructions.
I then retried and even rebooted - but it still does not work
