Cannot access file menu

For some reason, I cannot acces my menu commands when working with Word
document, such as file, edit, view, format, tools, table, window and help.
When I click on the icon the menu does not drop down. Any ideas?

Thank you. It works with new documents I have created, but not with the old
ones.
