Drop down list in the Subject line

I would like to have the functionality of a drop down list in the subject
line. My company requires that we start the subject line with a predefined
subject title before we actually indicate the subject. What it looks like is:
[Dept=Finance] - Missing payment Mr Sims. Our system scans the text in the[]
to determine who will handle the email. Any ideas on how to make this a
standard form would be appreciated.

The only method for doing this would be to design a custom form - you can peruse sample over at http://www.outlookcode.com or post "down the hall" in one of the Outlook programming groups.
