DRIVER_POWER_STATE_FAILURE

I had a problem in November where something hosed up my
20GB primary drive (boot). I've recovered and now I get
the Power State Failure whenever I try to put my 2nd drive
back in the system.

Both drives are Western Digital, and at this point I don't
know what else to try to fix the problem. I assume that
some file was corrupted, but how do I identify it and fix
it.
