Get an anti-virus program, a firewall, and Anti-Spyware software, boot into
safe mode and scan for viruses and spyware.

I assume you also have an anti-virus programand have run that as well. First
off, I would suggest backing up your data that's critical to what you do.
Then, go to Toshiba's web site and see if they have updated drivers for your
laptop. When drivers go corrupt, the effect is sometimes unpredictable.
Then, if that doesn't work, run System Restore to a point before you had
this problem. If that doesn't work, see if you can do a repair install of
Windows XP. If that's not possible (and this is why I told you to back up
your critical data) reformat your hard drive and reinstall Windows.

To boot into Safe Mode, you press F8 several times before Windows logo.
Should go to a menu. select "Safe Mode".

Run your antivirus program. I don't think yo have virus. Can't believe it
would only affect one file.

Copy ati2dvag.dll from C:\WINDOWS\ServicePackFiles\i386 to
C:\windows\system32 if prompts to replace file, select yes.

If you don't have file, you will have to go to Toshiba Website and download
video driver or video driver may be on your Toshiba driver CD ( at least I
hope you have one). If download from web site, save file and then dbl click
it to run setup program.

Toshiba driver cd should have some driver setup menu. just put cd in cd
drive. it may auto start or use My computer/Explorer to access drive and
select and then dbl click "setup" file/icon.

As far as the Safe Mode part, I don't think I can explain any better. When
booting up, immediately start tapping the F8 key repeatedly. It should go to
a menu where you should chose "Safe Mode". Windows should start with a little
different appearance.
You can run programs (like Anti-virus) just like regular Windows.

The copy thing i didn't explain real well.
from start menu, select run, then type: cmd press enter
(Start>Run>cmd)
At command prompt type: Copy C:\WINDOWS\ServicePackFiles\i386\ati2dvag.dll
C:\windows\system32
Since this text wraps, there is a space in bet. the "l" and "C" in the
command. this is all one line. then press enter.
if prompted to replace existing file, click "yes".

If the file doesn't copy, then maybe it doesn't exist. Then you will have to
get complete driver for video from website or a recovery cd.

If your unfamiliar with this procedure, you should try to get a friend or
someone else that has a little more experience to do this for you.

If replacing the file or complete driver file, doesn't fix the problem then
maybe there is something wrong with the display itself which on a laptop,
it's time to replace.
