drive share - can't do action/new file share

I am trying to create a new drive share on windows xp.

start/control panel/performance and
maintenance/administrative tools/computer
management/system tools/shared folders/shares

whew!

then action/new file share ...

but the new file share is not an option, just send
console message. I can create the share using the command
line "net share" command, but I cannot set permissions,
as I can using the above.

Really need some help!

Strange. How about if you do it the easy way, right click the drive in my
computer and select sharing?

Is the Server service running?
