drive properties causes error

After a windows 2000 upgrade from nt 4.0, whenever I try to select drive properties it causes an error and the program closes. It happens from anywhere I can select drive properties.
 
What is the error?

If I try to access drive properties in explorer, I get the message the explorer has encountered an error and the program will close.
