Those messages are from a scamming program. Never visit the site they
mention, never use their software, and don't ever, ever, give them any sort
of financial information.
Use other programs to clean out the infections you do have. Start with
ccleaner, as many of these come in via the temporary folders that ccleaner
will clear out.

Install and run this (pay attention to the options install screen if you
don't want the toolbars). On the first run, let it delete everything.
This will remove some usernames and passwords for websites that are stored
in cookies, so if you want to record those first, do so. You may well find
that the first run takes some time and that it removes hundreds of megabytes
of files.
Then restart your system, and run it again. You may (or may not) find at
restart that there is an error message saying that a program can't start
because a file can't be found - this is actually a good sign, because the
program would have been running from the temporary folders, something no
legitimate program (other than a web installer, which would run only once)
should do. msconfig will show you where the reference to the program is,
so you can go there and delete the reference.
From there, use any of the other many tools to clean your system. Most of
the 'violations' the scammer mentions will be cookies, and you will have
just deleted them with ccleaner.
