dragging or moving desktop items and animations

For some reason I am no longer to drag a desktop item or
animation to where I want on my desktop even though the
lock desktop items box is unchecked. A "Frame" no longer
appears around the item so that it can be dragged and
dropped. Any advice would be appreciated. Thank you

This happened to me yesterday. Just restart explorer.exe (use
TaskManager to kill the process then run it again). Alternately, you could
just log off and then back on. The cause is usually some sort of action you
did that messed up explorer (it's very susceptible to problems).
