dragging EXE file creates shortcut

How do I stop D&D of an EXE file from creating a shortcut instead of
copying or moving??

drag it with the right mouse button instead of the left, then you can choose
your desired action from the menu that appears

Yes, I know that - but on one computer it creates a copy (disk to
disk) or moves it (folder to folder, same disk) using click, on
another it creates a shortcut. I want them both like the former.

what tweak do I use?????
