Drag & Drop not working

Drag and Drop is not working in either Windows Explorer or Outlook Express.
No errors produced just does not do anything.

Running Windows 2K Pro - all uptodate
Reinstalled IE6 - no change
Tried various suggestions found on web - re-registering DLL's, checking
Dcomcnfg etc.
Checked Pc for viruses, adware, spyware etc - all clean.

Need some inspired help please.

Thanks for the posting.
CAUSE
=======
This behavior may occur because the Default Access permissions have been
changed in the Dcomcnfg.exe tool.

RESOLUTION
==============
To resolve this behavior, perform the following steps: 1. Click Start,
click Run, type dcomcnfg, and then click OK.
2. Click the Default Security tab.
3. In the Default Access Permissions box, click Edit Default.
4. Verify that both System and Interactive are listed with Allow Access. If
either are missing, add them by clicking Add.
5. In the List Names From box, make sure that the local computer name is
listed.
6. Set Type of Access to Allow Access.
7. Click the account that is missing, and then click Add.
8. Repeat Step 7 if both accounts are missing.
9. Click OK, click OK, and then click OK again.
To update your settings, you must log off, and then log on to the computer.

Thanks for the tip

I have tried this and it has not worked, however i'm not sure i did it
right.
I followed the instructions below and was OK until step 5 there where 2
entries showing both with "Allow Access", however to get to see the list
names from box I had to highlight one of the entries and click the add
button. I get offered both my local machine and the domain controller, which
one do I pick?

I then added System and Interactive getting "System; Interactive" in the big
box

This does not seem right.

Not sure if this is relevant by I also have a problem when in IE and it
wants to open a link in a new window, all I get is a blank white window but
no link.
