Downloading

For some reason my IE has stopped downloading. I get an
error message that IE is unable to open the server. I
have tried to work with Microsoft on this but nothing
seems to work. We have even totally reinstalled IE 6.0 to
no avail, and set all security settings on low, enable
what ever but still no go. Anyone got and Idea?
