Downloading files via IE6 failures

Ok now I am baffled...I have a problem that I can't seem to find the answer. Ok here goe
While trying to download files from the internet either via HTML or FTP, I get a message (after waiting upwards of 20 + seconds) that internet explorer is unable to download the requested file or the file has been moved. as soon as I get that message, I go to another computer and log into the exact webpage, and I am able to download the file no problem. I have searched the knowledge base, and the internet in general, done and checked all the different things that I have found and checked the settings in IE. This is driving me nuts.. any help would be greatly appreciated. Below is the message that I get

"Internet Explorer is not able to open this Internet site. The requested site is either unavailable or connot be found. Please try again later"

Rule out parasites.
Get AdAware and SpyBot and run them both. Keep them up to date.
