downloaded icons have no image in folder

When I download zipped icons, the extracted icon files have no image. All I
see is a blue box with six icons (this box is very tiny and I can't see the
details). This problem just started happening. I was able to see the icon
images before, but now I cannot. Any help would be greatly appreciated.

Is this happening for all .zip file downloads?
What's the file extension of the extracted files?

Apply the .ico association fix from here:

If possible, send me the following via mail so that I can look into this
issue:

1. Screenshot of the window
2. A sample .ico file from your system
3. .ICO file association report (Can be generated using
http://windowsxp.mvps.org/fileextinfo.htm)

Also, remove the string "XOX." from my email id.
