download permisson?

at my work, when i click *.doc file or any other similar document from the
internet to open, you know that File Download window pops up and asks you to
Open, Save, or Cancel right? i can Open the document, but if i click Save
button, it says i don't have permission to download the file. I tried
disabling download from Internet Option, but that obviously didn't go as i
wanted. So, how do i set up download permission so users can Open but not
Save?

That depends on your browser. If Internet Explorer: Control Panel >
Internet Options > Security tab > Reset all zones to default (or
similar since translated on-the-fly). If this doesn't help, find out
your IE version and repost to this group (via Newsreader):
