Whenever I click the link to download a file from the internet, the download
box that appears either 1) refuses to display the file info (size, data
transfer rate, time remaining, etc.) and is labeled in the task manager as
"Not Responding" or 2) takes well beyond the usual 1-2 seconds it requires
for the file info to appear. What is going on?

Are you using Internet Explorer ? .. What version ?
What version of XP are you running ?
Do you have any firewalls enabled ?
Do your XP eventlogs say anything ? (Clisk Start, Run, and type in EVENTVWR)
