Download folder path changed!!!!!

I am really struggling to understand all my sudden changes taking place on my
PC...
Yesterday I noticed an exceptional amount of pop up ads.
I have Windows XP office...and use Broadband cable connection...
I DO have Ad Aware..... Norton.....
Highjack this..(which I am still learning how to use) and I have CWShredder...
Now, the problem I am having is...
I was in the process of downloading a trial / free version od Spybot and I
noticed that the location path to enable me to choose "Program Files" as the
dowload desination failed.
The only option it gives me under "save as" is DESKTOP ...It doesn't allow
me to open up c:\ drive and sarch for Program Files, or My Documents at
all...
Is there a way I can restore this save as option?
I mean it's no big deal...as I can just move whatever I downloaded into the
other folder sections, but oit sure makes for waisted time getting thigs
done! (oyi)
