Download errors with IE6 and XP SP2

Firstly, I must appologise if this question is in the wrong place, but I
wasn't sure whether to post in the Internet Explorer or Windows XP area.
There are so many categories I just couldn't decide.

Basically, since upgrading to Windows XP service back 2, Internet Explorer
has not been functioning properly when it comes to downloading files from the
internet. It's a difficult problem to explain, but I can download one file
from any webpage without any problem, but if I try to download another file
from the same webpage, nothing happens. The "File Download" box appears but
does nothing. I tried removing XP SP2 and it worked fine, then the problem
emerged again when I reinstalled SP2, so I'm guessing it's related to Service
Pack 2 in some way or another.

Any advice on how to fix this problem would be welcomed.

Should I take it that from the lack of responses to this query that nobody
has any idea about how to solve this problem. If so, could someone possibly
point me in the direction of somewhere where I may find a solution?
