Download and Display pictures in Outlook 2003

I have been trying for the past couple of weeks to change outlook so that it
downloads images contained in emails. I changed the settings to all th
download and display of pictures in the options, but that does not fix the
problem. Additionally, I uninstalled IE7, thinking a security download
automatically disabled the setting. I can view the images if I used webmail
directly to the server or if I send the emails to a different profile on the
same computer. Is there a way to fix this without deleting a user's profile?
Does anyone have any experience with this?
 
Which folder are the messages in? Did you enable downloaded content in
tools, options?

What exactly happens? Have you tried detect and repair? It may not be a
downloaded content problem but something else.

What happens is the email come into the user's inbox with a red X in place
of the graphic. I have not tried a detect and repair. The problem has
occured on at least two machines so far. I did enable downloaded content in
the options, security Change Automatic Download Settings.
 
if it has a message about right click to show next to the x, then it the
blocked content...

do you use an anti spam or anti virus filter on your email? that may be
blocking or removing it.
