Down arrow when you click on START/PROGRAMS

There used to be a way to disable the inactive programs
view, the same for favorites, does anyone know how?

When you click start, programs windows will show only
recent programs acceded the rest will be hidden until you
click on the arrow at the bottom, the same for favorites.

You want "Personalized Menus"

Right-Click an empty spot on the task bar,
select Properties,
check the box for Personalized Menus
