does someone know if Pocket PC 2003 Phone Edition is a name of
Smartphone 2003?

No, those are two different classes of devices. Smartphone is a phone with
PDA features (has a keypad, no touch-screen)
PPCPE is a PDA (PPC) which is phone-enabled.
