Double click and typing problem

Hi everyone,
I have a problem, sometimes when i switch my computer on it appears windows
loads as normal, however when i double click an icon the properties box opens
instead of the program running and if i try to type most letters dont work at
all and the ones that do come up with the accent (') above them. The only way
to solve this seems to be to repeatladly restart my PC. I have managed to
check the mouse and keyboard settings in control panel when experiencing this
problem and they are both ok (keyboard is set to english etc..)

Any help would be appreciated.

Scroll down to, and right-click link... choose save target as: 12. EXE (lnk and regfile)
Fix for Windows XP.
Also do the same to the one to the right: Link File Fix for Windows XP

After downloading, double-click the first one. Reboot, and see if your problem has been
resolved. If not, try the second.
