dosmsvc.exe is lagging my computer, what is this file?

Not sure if anyone else has ever seen this file or not, but it's draining all
my resources and won't allow internet explorer or windows explorer to run,
all other applications run fine tho.

Go to my computer,search,type in the text,find out its application.My computer
shows nothing with that text.You can also,R.click on the task bar,running
tasks,
end the task.

Well, thats most of the problem heh, I can't use my computer because it's one
of the frozen apps, and if i End task then the application opens itself
instantly after i end process... Altho I do remember looking at the
properties of this file, well, not the file... When i searched for it the
first time, it popped up as dosmsvc.exe-15682c06 and it only showed up in my
windows prefetch folder.... no base file i can delete, if i delete the
prefetch file it still launches itself... it has no properties, and i can 't
change the name..
