Yes, with XP but not 2000. In XP, simply right click
the "A" drive, select "format", and one of your options is
to make a DOS disk.

Win2K - No.

WinXP - Yes. Insert a blank floppy, double-click My Computer >
right-click the A: drive > Format > Create an MS-DOS startup disk.
