Dos command

RSM. It's a cmdline tool that ships with the OS.

Given a known drive letter (I'll use "e" as an example), you can do this at
a cmdline:
for /f "usebackq tokens=6" %i in (`vol e:`) do if "" neq "%i" rsm eject
/pf%i
