don't want import web site wizard

I am a beginner and when I go to import a file into frontpage I get the
'import web site wizard.' I do not get the Import dialog box Add file, or
add foler, etc. How do I correct this

1) Start by opening a FP Web first
(if you don't have one use File New Web/Site and select the Empty web template)
2) Then in Folder List View select a folder for the files (or the root web folder)
3 Then Use File Import
