After some Windows XP update, I started to get the highly annoying "feature"
where an action is executed when something is "highlighted" for a few seconds
without actually selecting it with a click of the mouse. Please help me get
rid of it!

When using single click in Folder Options, pointing at an item only selects
it (Control Panel> Folder Options> General). Launching an item after the
mouse pauses over it for x amount of time, is not an option in XP settings
but is added by some mouse drivers or software. You can usually find these
settings (if available) in Control Panel> Mouse.
