don't understand whats up

I have msn e mail. I can not send links or e mail page without the microsoft
mail popping up. I don't understand how to start an e mail account with the
microsoft mail. I just keep going in circles. I'm sure this seems dumb, but
I really need some help please. Thank you.

How do you normally access MSN mail?
If you use Internet Explorer for that, you can install this fix:

a. Hotmail account(msn.com, live.com, hotmail.com)
b. Msn Premium software(MSn Explorer) version 9.6 or earlier
c. Msn Premium/Partner(Verizon, Bell, Qwest) branded software
d. attempting to setup an account from (a,b, or c) in Windows Mail
