Domain Users Rules dont work

Windows 2000 Pro Outlook 2002 when a user creates a rule it only creates a
clint side rule and will not work unless they go into Rules Wizard and run
the rule. I am able to create rules but I am a member of the admin group.
Seems like some permission problems. Can anyone give me a suggestion?

what is the rule? some rules are client side and others are server side -
while you can force some server rules to the client, you can't force clients
to be server rules.

But... I'm not sure that is the real problem as they'll run as long as
outlook is open. Do they run sometimes, like if outlook is left open? The
rules engine loads after outlook begins collecting the first batch of mail
and it kicks in on the second pass.

Hey, they are very simple rules to forward mail to another staff member.
They only run if they open Rules Wizard and run the rule now. They never
seem to fire off on their own at all. They will run when you make it run but
it should be automatic.
