Domain users Cannot change stationery

We are having windows 2003 ad environment, outlook 2003 is been used as
standard email client. Only administrators can change or add an stationery
and the normal uses cannot do that. I dont know what policy is preventing the
users to do this. UserS work on terminal server . Outlook.adm policy is added
on local terminal server. Stationery and fonts policy is set to enabled. But
still the users cannot edit the stationery. Is this an domain policy with is
preventing the users from editing the stationery. Can anyone help me to point
out excatly where i can enable an policy so that users can self change their
stationery

It's probably the NewStationery value in the HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Common\MailSettings key.
