Domain is not accessible error

error message states that no more connections can be made
to this remote computer at this time because there are
already as many connections as the computer can accept.

domain is server 2000.
clients are xp pro
all permissions and rights are correct
 
Go into control panel licensing and increase the number of licenses. When
you are in Per Server mode it is a concurrent connection limit.
