Domain Controller - Time Synch error

Our domain controller needs to be set to synch with an external time source,
but when I follow this article there is no registry enry for step #4:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\W32Time\Parameters\NtpServer

Any idea on what's going on? I am running Windows Server 2003 with the
latest service pack/patches and need to have this DC synch with a reliable
external NTP server.

I've seen this recently, but have always previously used net time
/setsntp:timerser. Is there any difference?
