I am guessing that you used a net time /setsntp:<servername>" to set up
your time service.
The SNTP server that the Windows 2000 machine is using for time
synchronization has lost sync with its master clock, and is returning a
"Clock Not Synchronized (11)" message, in accordance with RFC 2030.
Normaly you see this if there is a problem with the time server. In this
case the gateway.
Is the gateway synced with a reliable source ( naval observatory, NASA,
etc) ?
