does xp lock the database when someone is in design mode?

We just converted to xp from access 97 and it is locking the database if
someone is in design mode. Is this new or is there a way to get around this.
The database is shared and not open exclusively.

Yes, this is new with 2000 I think.

I should clarify this though. In A97 when two developers were working
in an unsplit MDB we had a much greater chance of corruptions. So
yeah, I guess you could say we were affecting the other person.

In A2000 though MS put a stop to this and gave you that error message.
