Does *Windows* XP support "macros?"

Hi everyone,

I have a signature file I'd like to use with different programs.
Sometimes I will be emailing via Yahoo, or posting on a web-based
discussion forum somewhere, or creating a letter.

Is there a way to create a "macro" in Windows XP (not Word or any
office app) to do this?

I want to be able to hit a key and have it type in a bunch of stuff
into the application I happen to be using in the foreground. Nothing
fancy.

One of many. Even the old tool from Win 3.1 may work.
