Does track changes affect margins?

A group of us have been using the Track changes feature to edit a long
manuscript. Now that we are done, we can't get the margins back to 1" all
around. The text is shifted left, and the bottom is at least 2 and half
inches. I've tried all the usual margin set up options I would use for a
regular, non-Track changes document, but nothing seems to work.

I would appreciate hearing from others who are regular track-changes users.
 
If you have any balloons left over (comments or formatting changes, etc.)
space is made for them on the right hand side.
