Does the XP Security Center block incoming email, is there a fix?

My email (POP3) is troubled by the firewall in the Internet Security. The
firewall blocks incoming email feeds. I have disabled the firewall for now,
but that is not acceptable to me, and to have an integral Microsoft piece
work against itself seems incongruous. Help.
 
By default this is not being blocked. You either have blocked, Outlook, the
ip-address of your POP3 server or port 110.
