Does the file need to be open?

When you are using one book as a reference for another book, does the
reference need to be open to access the data from it?
 
It needs to be open at some time, to get the data, but after that no. When
you open the referencing workbook, it will ask to update links, which you
can accept or refuse. Obviously, if the other workbook has been changed and
you refuse, you still see the old values.
 
You mean, when you're linking from a cell to a cell in that other workbook ?
no, it doesn't need to be open.
 
If someone else on the network was to have the file open would it update off
of their PC or would only update when it's open on my PC?
 
No, you wouldn't see the changes until the next time you opened it and
updated the links.
