does system restore work for bookmarks?

I accidentally deleted all my bookmarks in Mozilla. I did one system
restore, but maybe I did not go back far enough because my bookmarks are
still not returned after the restore. Should system restore work on
bookmarks?

No, System Restore does nothing to protect/recover data files.
It's sole purpose is to provide for recovery from bad device drivers
or software installations that damage/corrupt operating system files.

That folder is on System Restore's exclusion list. You may be able to recover those files with one of the following programs:
