Does Outlook send/receive upon opening Outlook?

My new Outlook (2003) does not automatically download incoming messages when
I open the application. Should it not? Also, On my account only, I am
prompted for my password each time I click send/receive - not so on wife's
account or son's account on same computer. I've saved password in account
profile, deleted and set up new profile. Any ideas?
 
If set to automatically check for email and the connection is active the
Send/Receive should start not long after Outlook is open. there is a slight
delay for performance reasons.
