Does Outlook 2003 include an Exchange Lic?

Wondering if you buy Outlook 2003 for $109.00, does that include a Lic for MS
Exchange or do I need to purchase both for each user?

The outlook license should be ok... but what version of Exchange? The
exchange 2000 and 2003 client access licenses include Outlook 2003 and cost
about $70, although I'm not sure if there are minimum purchase requirements.
