Does Information Rights Management features require use of Exchang

I was told that if I wish to use IRM in Outlook, I need to use Exchange. Is
it true? We have Office 2007 and WIndows 2003 server but a linux mail server,
I thought I could use IRM already. Also, when I try to run the setup program
that came with the Windows 2003 discs (the disc that says Windows Rights
Management Services 1.0), the program just immediately jump to the error "The
installer was interrupted before Windows Rights Management Services could be
installed. You need to restart the installer to try again". What can I do? I
have already tried rebooting the Win2k3 server and retry but still have that
problem.

I feel your information is more credible than those given by Microsoft Hong
Kong's customer service, or some outside IT company.
But I have trouble installing the CDROM that came with Windows 2003 titled "
Rights Management". The setup program just stops when I start it. I have no
idea if I need to install that 2m file on the server for IRM to work. I hope
we can get IRM to work in MS Office 2007.
