Documents in Shared workspace open read only

According to documentation it looks like when two people open the same
document that is on a shared workspace they both should be able to make and
save changes. When I tested with another user the file opened in read only
mode for the second person and they couldn't save changes. Is this the way
it's supposed to work?

No, that's not the way it is supposed to work. The Server is
mis-configured. Have some hard words with the System Administrator.

Note that this functionality is not available unless you have Microsoft
Office 2003 Professional installed on all of the affected workstations as
well as the latest version of SharePoint. Older versions of Office offer
progressively reduced functionality: this feature is one of the first things
you lose.
